- Denise welcomed all committee members and introduced Rob Phelps as the Community Council President for the current school year.
- Review and approve May meeting minutes
- The meeting minutes from the May meeting were reviewed. Celeste motioned to approve the minutes, Wendy seconded the motion. All were in favor and the minutes were approved.
- Introductions
- The committee members each took turns introducing themselves to each other.
- Trustlands Review
- Denise went through the Trustlands budget, the TSSA budget and Principal’s Trust budget. Denise explained that even though the only budget this committee is focused on, we need to know what each of the other budgets are for and how all three sets of funds work to fund the different programs at Mountain Crest.
- Mountain Crest Improvements over the year
- Denise went through improvements that have been made at Mountain Crest. A few improvements include:
- Parking lot was repaved
- Main Office remodel
- Implementation of Mustang Academy
- Painting Orange gym
- Baseball facility

- Other – New cell phone policy implemented this year that students are not allowed to be on their phones during class time. Teachers will take away any phones that they see.
- A question was asked about student parking this year. The new paid parking spots are a student government led project and the funds raised will be spent on paint for the parking lot. There are still free spots for students to park in. Will Mountain Crest be retrofitted for air conditioning? As of right now, no. It is cost prohibitive.

- Review and approve August meeting minutes
- The meeting minutes for April were reviewed. Amy Garbe motioned to approve the minutes, Wendy Osborne seconded the motion. All were in favor and the minutes were approved.
- Trustlands Review
- Denise reviewed the purpose for Community Council. Currently most of the budget is spent on teacher salaries. The benefit of decisions made in Community Council sometimes are seen in the current school year, but also might not be seen for several school years. This doesn’t mean that Community Council isn’t having a positive impact if we don’t see the benefits in the current school year.
- Trustlands Training October 8th Zoom
- Denise will send out the zoom link as soon as she has it. It will be held at approximately 6:00p.m.
- Other
- Denise led a discussion to nominate a President Elect for the current school year and this person will become the President next year. Amy Garbe was nominated, Betsy Clark motioned to approve and Rob Phelps seconded the motion. All were in favor and the motion was approved.
- New policies at Mountain Crest this school year – Digital hall pass and cell phones are not allowed to be used in the classroom.
- Denise led a discussion with an overview of TSI and how Mountain Crest is doing. Currently there is no clear information on the metrics of TSI so it is hard to improve a score when the school doesn’t know what makes up the score. This will continue to be looked into.
- Parent / Teacher conferences will be October 7, 2024 from 12:00-6:00 p.m.

- Review and approve September meeting minutes
- The meeting minutes from September were reviewed. Celeste Huss motioned to approve the minutes, Dallas Stahle seconded the motion. All were in favor and the minutes were approved.
- Digital citizenship
- Historically all students in Cache County School District would go online and sign a form agreeing to rules that create a safe technology environment district wide to be able to use the internet at school. Technology use has increased to the point that internet use is now the expectation so parents and students have to now go in and opt out of using the internet at school.
- Budget review
- Denise reviewed the report from the district that shows expenses allocated to Mountain Crests Trustlands budget and noticed expenses that should not be there. She is contacting the district to get this corrected. Denise also noted that when the budget was set up to pay salaries the cost of insurance was not included so she will do an amendment to add in the insurance cost. To maximize purchasing power for technology, all schools go through the district to order in larger quantities.
- Numbers and spending
- Denise shared information that shows the number of students in Cache County School District that participate in sports by high school and gender. This report shows the totals with and without non-specific sports. Specific sports include football, baseball and cheer because there is not a girls and a boys team for each of these sports district wide. All other sports have a team for each gender or them team has both genders. Without non-specific sports Mountain Crest has 823 athletes – 401 male and 422 females. Sports that have a lot of female participation are track, band and wrestling. District wide for non-specific sports there are 3,178 athletes – 1,558 male and 1,620 female. Beginning next year Mountain Crest will be adding e-sports so there will be a room set up for this group.
- Sports concerns (Michelle)
- Michelle came to the committee with concerns she has heard from parents in the community about sportsmanship. Denise led a conversation about what Mountain Crest is doing to instill good sportsmanship in student athletes. Parents and coaches need to set the example for good sportsmanship.
- Other
- Raise the cap is currently on the ballot and we are encouraged to read about it and vote our preference on November 4th. This would increase the current distribution schools receive from 4% to 5% each year.

- Review and approve October meeting minutes
- The meeting minutes from October were reviewed. Celeste Huss motioned to approve the minutes, Dallas Stahle seconded the motion. All were in favor and the minutes were approved.
- Budget review
- The budget has not be updateed yet so there isn't a copy of the current budget. There is still money. Some money has been spent on TV's. TVs are replacing projectors at school. It allows teachers
- New cell phone policy
- Darren shared information about the new cell phone policy. He discussed cell phone data from 1st trimester. The policy has helped with students engagement and teachers teaching from bell to bell. There hasn't been push back from parents. Kids seemed to like it as well.
- Digital hall passes
- Tom shared information about the new digital hall pass system data. It was used over 14,000. The administration will be talking to the kids that used it the most. Some of the kids that used it the most are the students who are struggling in classes. It has help keep track of kids. There were some times during the semester they were able to help students that were over their time and needed some help. The data has been helpful to know areas that need to be addressed. They will be using it at the end of the day in Mustang Success to see who has been using it throughout the day.
- Cache Education Foundation (CFE) Grant
- Mr Yoder and Mr Beach gave a presentation to CFE and were apporved for $48,000 for new band equipment.
- Principals Trust
- Denise perposed writing a grant for $100,000 from the Principals Trust to update the sound system in the auditorium. There was a company that came in and quoted $98,000. She asked the council if they were in favor of this and all in attendance were. Lighting in the auditorium also need updated, LED lighting ect. The district will help pay for that to be updated in parts.
- Mustang Success
- There will be a few things tweeked with Mustang Success. Over all it seemed to work. Testing Center will be added for kids to take tests.
- Other
- Calendar Option 2 was the option that most people voted for. It will go before the School Board for final appoval. There was a question about why school is out early on Friday. It is to facilitate the time teachers come in early for PLC time on Wednesday mornings.

- Review and approve November meeting minutes
- The meeting minutes from November were reviewed. Celeste Huss motioned to approve the minutes, Wendy Osborne seconded the motion. All were in favor and the minutes were approved.
- Trustland & Budget review
- Denise led the conversation reviewing both budgets. The School Community Council is only over the Trustland funds, but Denise feels that the TSSA budget and Trustlands go hand in hand to accomplish goals at Mountain Crest. In November the ballot initiative to change the current allocation from Trustlands funds from 4% to 5% was approved. The additional funds will begin to be allocated next school year. The committee talked about possible allocations for the funds next year: reducing class size, more technology in classrooms, additional teacher professional development, hiring more para-pros.
- QR Code for clubs, activities, service hours, etc
- A concern was raised that in class and school activities QR codes are being provided without having paper copies of the information for individuals who don’t have access to a smart phone. Denise will work with the teachers to make sure there are paper copies available with information when a QR code is provided.
- Testing dates & schedules for ACT / Aspire
- Testing dates in April and the adjusted class schedule were provided. To reduce disruption in class for end of year testing there will be adjusted bell schedules to allow for longer class periods. There will also be make up days built into the schedule so students who were not there on the first testing date have an opportunity to take the test.

- Beginning next school year there will no longer be mandatory fees charged to students.

- Review and approve January meeting minutes
- The meeting minutes from January were reviewed. Celeste Huss motioned to approve the minutes, Michelle Scott seconded the motion. All were in favor and the minutes were approved.
- Dave Swenson (from CCSD) presentation
- Dave presented CCSD strategic plan. He led a discussion on what our students need for graduation in the categories of knowledge, skills and disposition. This feedback will help the district to know where to focus so students in Cache County School District will be prepared after they graduate. A few examples that the group came up with are: reading complex text and being able to glean information, math and finance skills, being analytical, kind, honest, resilient, critical thinking, and be able to take calculated risks. The list was extensive and this is only a sample.
- Other
- Denise led the conversation. Two weeks ago, there was a power outage at school early in the morning. Not everyone received the notification about a delayed start so Denise worked with the district to get this resolved. Last Friday there was a late start at school due to snow and this time it seems like everyone received proper notifications early in the morning.
- Beginning March 3rd Mountain Crest along with 3 other schools will be the pilot schools for the SafeArrival notification system. This system will notify parents if their child did not arrive at school in the morning. It will roll out district wide after spring break in April.

- Review and approve February meeting minutes
- The meeting minutes from February were reviewed. Denise motioned to approve the minutes, Celeste seconded the motion. All were in favor and the minutes were approved.
- 2025-2026 Trusts Land Proposed Budget
- Denise led a discussion on the 2025-2026 Trusts Land proposed budget. She discussed lowering class sizes in Math, English and Science or targeted groups, and hiring a sucess coordinatior for Mustang Success and Mustang Academy.
Denise also talked about paying for after school tutoring. A suggestion was made to also offer morning tutoring. It was asked and answered that there is incentive for students to do well on the ASPIRE test by getting a grade bump if they get a 4 or 3 on the test. Tom finished the discussion about the need for a mental health person at Mountain Crest. Aylana Baker has been at the school full time this year and has had a positive impact on many students.

- April Schedule
- Tom went over the testing schedule for next month as well as the adjusted class schedule to make sure students are able to test in the classrooms where they took the class.
- Dual Immersion Program
- Wendy brought up Dual Immersion Program. She has talked to Denise about DLI. Tom said there was a meeting addressing the possibility of moving Spanish DLI to MC and what changes may be made. No decision has been made yet but

- Review and approve March meeting minutes
- The meeting minutes from March were reviewed. Michelle Scott motioned to approve the minutes, Denise Mouritsen seconded the motion. All were in favor and the minutes were approved.
- 2025-2026 Trusts Land Proposed Budget
- The technology portion of the budget for the current year has been fully expended per our plan. Mountain Crest has been paying fully for a mental health counselor. Going forward the district will be
paying for 1⁄2 of this cost so Denise will submit an amendment to our plan and move those funds over to paying for a full-time college and career awareness counselor. Denise also passed around our plan with the budget and the signature page for all members to review and sign.

- 2025-2026 Committee Members
- The community council must have more parents on the committee than school employees. Currently we have 10 community members and 3 school employees. All members will let Denise know by the May meeting if they will be returning next year to be on the counsel. Denise will also send out an email inviting parents to join community council.
- School Updates

Aspire testing is going very well so far. The adjusted school schedules allow for students to take the tests with the teachers that they had for each subject during regular class time. So far, the science section is the only one that has been completed. More students were tested than last year, fewer students have been opted out of testing and the scores are 14% higher than last years scores. ACT readiness has also improved over last year.
Mountain Crest implemented a no cell phone policy this school year and that has been going really well. Next school year there is a new state law for no cell phones in the classroom.
